Note: Qualifiers for Exempt Category

Non-Citizens
The general rule is that if a male non-citizen takes up residency in the U.S. before his 26th birthday, he must register with Selective Service.

Men who did not register and are now 26 or older
A male who has passed his 26th birthday is not allowed to register. If he is being denied eligibility for federal student financial aid, federal job training, federal employment, or is having difficulty obtaining U.S. citizenship because he failed to register, the following recourses are available to him:
  • Explain to the official handling the case (for example, workforce representative) the reasons surrounding the failure to register
  • A non-registrant may not be denied any benefit if he can 'show by a preponderance of evidence' that his failure to register was not knowing and willful
  • Offer as much evidence in support of the case in as much detail as possible
  • An official response from the Selective Service System, also known as a 'Status Information Letter' may be required by the officer handling the case
*See TEGL 11-11 for furter information.
